On September 20, 2001, the court held a public hearing on the petition filed on October 17, 2000, by the State Bar of Wisconsin seeking to amend Supreme Court Rules 21.07 and 21.10.  The State Bar sought floor privileges for the president-elect of the State Bar, or his or her designee, at meetings of the Preliminary Review Committee and the Board of Administrative Oversight of the Lawyer Regulation System.

The court has considered the petition and matters presented at the public hearing by the president of the State Bar, the vice chair of the Board, the chair of the Preliminary Review Committee, and others.  The president of the State Bar has had the opportunity to comment at the public meetings of the Board of Administrative Oversight.  The court appreciates the president's interest and participation and the Board's exercise of its discretion in hearing from individuals appearing at its meetings.  The court relies on the lawyer and lay members of the Board of Administrative Oversight and Preliminary Review Committee and their representation of the legal profession and the public.  The court, therefore, sees no reason for according the president-elect of the State Bar an ex officio status on either the Board of Administrative Oversight or Preliminary Review Committee.

IT IS ORDERED that the petition is denied.

Dated at Madison, Wisconsin, this 5th day of October, 2001.
