Richmond named as court system’s next CIO, Duggan to serve as deputy

The Wisconsin Court System has named two longtime technology leaders to key positions within its Consolidated Court Automation Programs (CCAP). Brittney Richmond has been appointed Chief Information Officer (CIO), and Tim Duggan will serve as Deputy CIO. Both appointments took effect July 27.

Richmond has served as Interim CIO since early 2025 and as Deputy CIO since 2022. She leads enterprise-level IT operations for the court system, including infrastructure modernization and cybersecurity planning. She manages a $12–14 million annual budget and oversees a team of more than 80 staff.

Before joining the court system, Richmond held cybersecurity and compliance leadership roles at Gainwell Technologies and led large-scale IT projects in both public and private sectors. She holds a master’s degree in Business Continuity, Security, and Risk Management from Boston University and bachelor’s degrees in Mass Communications and Political Science from Winona State University.

Duggan brings more than 25 years of experience with CCAP. He has led or contributed to the development of several core systems, including Wisconsin Circuit Court Access (WCCA), the Judicial Dashboard, and the unified web-based platform for Circuit Court applications. As Software Development Manager, he oversees teams responsible for CCAP’s software and database infrastructure and has implemented DevOps practices to improve deployment and monitoring.

Earlier in his career, Duggan served in IT leadership roles at the Department of Employee Trust Funds, where he helped guide modernization efforts, including quality management on a multi-year project.

Together, Richmond and Duggan will lead CCAP’s ongoing work to deliver secure, efficient, and user-focused technology services to support courts across Wisconsin.
