J. Denis Moran passed away in late 2025

J. Denis Moran, who served for decades as Director of State Courts and helped shape Wisconsin’s modern court system, passed away in December.

Moran became Director of State Courts on Oct. 1, 1978, becoming the first person to serve as administrative head of Wisconsin’s reorganized court system. He served in that role until his retirement in 2003.

As director, Moran oversaw statewide court administration during a period of significant structural and technological development. Under his leadership, the court system implemented a statewide computer network in the circuit courts that became the Consolidated Court Automation Programs. The initiative modernized case management, improved information sharing with partner agencies, and supported the development of tools that expanded public access to circuit court information.

Moran also led efforts to improve courthouse security, strengthen customer service, and expand continuing education opportunities for Wisconsin judges. In 2002, the National Association for Court Management presented Moran with its Award of Merit, recognizing leadership and contributions to the advancement of professional court management.

In 2015, the Wisconsin Supreme Court appointed Moran to return as interim Director of State Courts, effective June 2015. He served in that capacity through July 2017, when the Court appointed Judge Randy R. Koschnick as director.

Justice Annette Kingsland Ziegler, who worked with Moran during both of his periods as director, reflected on his leadership and character.

“I had the privilege of working closely with J. Denis Moran nearly three decades ago when I was a circuit court judge, and he was the Director of State Courts. At the time, he brought together a diverse group of stakeholders and formed the Wisconsin Circuit Court Access Oversight Committee. Denis understood that public trust in the courts depends on both transparency and thoughtful stewardship, and he was instrumental in developing Wisconsin’s public access to court records system.

I also had the opportunity to work with Denis in my capacity as a Wisconsin Supreme Court justice, where I saw firsthand his integrity, wisdom, and steady leadership as Director of State Courts. He was a steadfast proponent of our court system, always guided by fairness, collaboration, and a deep respect for the public we serve.

Beyond his many professional accomplishments and nearly 27 years of service, Denis was simply a good man. He loved to laugh, valued diverse perspectives, and treated colleagues as friends. I considered him both a colleague and a friend, and he will be dearly missed,” said Justice Ziegler.

Moran’s leadership helped establish administrative and technological foundations that continue to support Wisconsin’s courts.
