After more than two decades in public legal service in western Wisconsin, Judge Thomas W. Clark will retire from the Buffalo/Pepin County Circuit Court at the end of the year.
Judge Clark submitted his retirement letter on June 29, with his retirement effective Dec. 31, 2026.
Clark has served as the circuit court judge for Buffalo and Pepin counties since 2018, when he was elected to succeed Judge James J. Duvall, who retired at the end of his term. Before joining the bench, Clark served as Buffalo County District Attorney beginning in 2005. He previously served as an assistant district attorney in Buffalo County from 1990 to 2005. He is a graduate of Hamline University Law School.
“It has been my pleasure for the last 8 years to serve the people of Wisconsin and Buffalo and Pepin County,” Clark wrote in his letter. “I am honored to have been a part of our Wisconsin government and to render justice for the people of our state.”
