Flitter hired as court system's next CIO

Director of State Courts Hon. Randy R. Koschnick has announced that Thomas Flitter, an experienced corporate executive and technology team leader, will become the court system’s Chief Information Officer (CIO), effective May 22.

Flitter will replace retiring CIO Jean Bousquet, who will assist with the leadership transition, Koschnick said.

As an executive in the Madison office of Gainwell Technologies LLC, Flitter oversaw five senior level staff members, with indirect reports of more than 700 employees providing administrative and technology contract services to Wisconsin’s Medicaid program.

“Tom’s background is a good fit for CCAP (Consolidated Court Automation Programs). We look forward to taking advantage of his experience as a team leader in developing and implementing technology solutions to suit the specific needs of the court system,” Koschnick said.

Flitter’s experience at Gainwell includes system and software design, cyber security initiatives, project management and customer care efforts in support of more than one million Medicaid recipients and thousands of providers.

Flitter previously served as IT director at Madison-based Total Administrative Services Corp., the nation’s largest privately held benefits and financial administrator. There, he led design, development, implementation and operations for a technology platform for the U.S. Office of Personnel Management in support of more than four million federal employees and retirees. CCAP provides court system IT services, ensuring that technology is used effectively and economically to support administration and operations in the trial and appellate courts. More broadly, CCAP’s work supports litigants, justice system partners, attorneys, pro se litigants, and the public, in addition to judges and court staff. In all, CCAP supports 128,000 active user accounts through online applications and a call center.

Bousquet joined the court system as an analyst in 1993 and has served as CIO since 1998.
