Director’s Address: Technology vital to court operations and innovation

Director of State Courts Hon. Randy R. Koschnick highlighted recent administrative accomplishments of the Wisconsin court system during his opening remarks at the 2022 Annual Meeting of the Wisconsin Judicial Conference held Nov. 2-4 in Elkhart Lake.

Technology managed by CCAP is vital to keeping the courts running smoothly and to finding innovative solutions to some of the challenges facing the courts, Koschnick told about 300 judges and court staff gathered at the The Osthoff Resort.

The court system has established a statewide digital court reporter pool to help address an ongoing shortage of court reporters, with digital court reporter hubs now located at a district court facilities in Menasha and Waukesha. Other developments include deployment of an upgraded electronic case management system (CCAP3), and the creation of a data warehouse to help track and manage case flow, Koschnick said.

“The court system is highly reliant on technology. Our statewide case-management system is all electronic. All filings in the circuit courts and Court of Appeals are done electronically. The court record is kept electronically. And much of our communication is done through e-mail. CCAP does an amazing job, creating custom solutions and keeping all of this functioning properly. It requires nearly constant maintenance and frequent updates. And, it means there’s a vital need to protect our system from vulnerabilities,” Koschnick said.

Koschnick thanked judges for taking cybersecurity training, which is crucial to protecting the court system’s networks and data.
