Director of State Courts issues statement on internal investigation report
Madison, Wisconsin - April 30, 2025
The Director of State Courts Office welcomes the completion of the investigation into the unauthorized disclosure of internal court communications during the summer of 2024. While the investigators did not reach a conclusive determination regarding the source of the leak, their report offers a number of practical recommendations for improving internal processes and communication protocols.
The investigation was conducted by three independent investigators: Andrew Jicha, Mark Gralinski, and David Feyen—all retired detectives. The total cost of the investigation was $165,740, which is being covered through the Supreme Court's budget.
"Integrity is the lifeblood of our court system, and we take threats to that integrity very seriously," said Director of State Courts Audrey Skwierawski. "Our responsibility now is to respond to and learn from the challenges identified through the investigation. This report gives us an important opportunity to strengthen the systems that support our courts and the public we serve."
The Director’s Office is therefore establishing an internal "Judicial Operations Integrity Task Force" to review the report's recommendations and propose long-term strategies that can reduce the risk of similar incidents in the future. We look forward to implementing such strategies in the months ahead.
